Mineral vs. Chemical Sunscreen: What to Know About Ingredients, Safety and Reef Claims
Choosing sunscreen should not feel like choosing between protecting your skin from the sun and worrying about the ingredients in your sunscreen.
As a mother, formulator and lifelong beach lover, I understand why this subject feels personal. My family surfs, plays outdoor sports and spends a great deal of time near the ocean. I want sun protection that works, feels good on the skin and aligns with the way we prefer to care for ourselves and the places we love.
But sunscreen conversations have become crowded with fear-based claims, confusing terminology and labels such as “clean,” “natural” and “reef-safe.” Those terms do not necessarily tell you how well a product protects your skin—or whether a particular claim is supported.
Here is a clearer, science-based look at mineral and chemical sunscreen, common UV filters, environmental concerns and what really matters when choosing SPF.
Mineral vs. Chemical Sunscreen: The Quick Answer
Mineral sunscreens use zinc oxide, titanium dioxide or both as their active UV filters.
Sunscreens commonly called “chemical sunscreens” use organic UV filters such as avobenzone, homosalate, octisalate, octocrylene or oxybenzone. In this context, “organic” means carbon-based; it does not mean organically grown.
Both types protect skin by preventing ultraviolet radiation from reaching and damaging the skin. Contrary to a common sunscreen myth, mineral filters do not work solely by creating a shield that reflects UV rays. Research indicates that zinc oxide and titanium dioxide protect primarily by absorbing UV radiation, while also reflecting or scattering a smaller amount.

The most important sunscreen is ultimately one that provides appropriate labeled protection and that you will apply correctly and consistently.
What Does the FDA Say About Sunscreen Ingredients?
In the United States, sunscreen is regulated as an over-the-counter drug, not simply as a cosmetic. Sunscreen products must identify their UV filters as active ingredients and provide required directions and warnings in a Drug Facts panel.
The FDA has stated that the available evidence supports proposed “generally recognized as safe and effective,” or GRASE, status for zinc oxide and titanium dioxide when products meet the applicable requirements.
For 12 other filters—including avobenzone, homosalate, octisalate, octocrylene, octinoxate and oxybenzone—the FDA has requested additional information to complete its evaluation. Importantly, the agency explicitly states that a request for more data does not mean it has determined that these ingredients are unsafe.
In June 2026, the FDA added bemotrizinol as a permitted sunscreen active ingredient. Bemotrizinol provides UVA and UVB protection, has low levels of absorption through the skin and is considered GRASE by the FDA for adults and children six months of age and older.
Sunscreen science and regulation continue to evolve. That is why broad declarations that every chemical sunscreen is “toxic” or that every mineral sunscreen is inherently “safe” are neither accurate nor helpful.
Understanding Common Chemical Sunscreen Ingredients
Different UV filters are used for different wavelengths of ultraviolet light and may be combined to create broad-spectrum protection.
Avobenzone
Avobenzone is an organic filter used primarily for UVA protection. On its own, it can lose effectiveness when exposed to light, so finished sunscreen formulas typically combine it with stabilizing ingredients.
This does not mean that avobenzone automatically breaks down into substances that cause illness or cancer. Finished sunscreens must be evaluated as complete formulations, rather than judging an ingredient solely by how it behaves in isolation.
Homosalate, Octisalate and Octinoxate
Homosalate, octisalate and octinoxate are used primarily as UVB filters. Regulations governing their use and permitted concentrations vary by country.
The FDA has requested additional safety data for these ingredients as part of its continuing sunscreen review. That request should not be presented as proof that the ingredients cause endocrine disruption or other health problems in people.
Oxybenzone
Oxybenzone absorbs portions of both UVA and UVB radiation. It has received significant attention because of questions involving human exposure and its potential effects on aquatic environments.
Hawaii’s statewide law prohibits the sale and distribution of sunscreens containing oxybenzone or octinoxate without a prescription. The law does not currently impose a statewide ban on octocrylene, although individual counties have enacted broader mineral-only requirements.
Octocrylene
Octocrylene is used for UV protection and can also help stabilize other filters, including avobenzone. Research has raised questions about its environmental effects and how it may change as formulas age.
However, it should not be described categorically as a known human carcinogen or hormone disruptor without evidence directly supporting that specific claim and exposure level.
Bemotrizinol
Bemotrizinol is a photostable, broad-spectrum organic filter that absorbs UVA and UVB radiation. The FDA added it to the OTC sunscreen monograph in June 2026, although it may take time before consumers see products containing it on U.S. shelves.
What About Benzene in Sunscreen?
Benzene is a human carcinogen, but it is not a sunscreen active ingredient and is not intentionally added to sunscreen formulas.
In 2021, several specific aerosol sunscreen products were voluntarily recalled after benzene contamination was detected in some samples. This was a product-quality and contamination issue—not evidence that all sunscreens, aerosol products or organic UV filters contain benzene.
Consumers should stop using a product that has been recalled and check the FDA’s recall information when concerned. A past recall involving specific products should not be used to characterize every sunscreen on the market.
Is “Reef-Safe Sunscreen” a Regulated Term?
No. “Reef-safe” and “reef-friendly” are not federally regulated sunscreen classifications.
The National Park Service notes that no sunscreen has been proven to be completely reef-friendly. It encourages consumers to read the active ingredients rather than relying solely on front-label marketing.
Hawaii’s statewide restriction applies to oxybenzone and octinoxate. Some destinations have stronger local rules. Maui County, for example, permits only mineral sunscreens unless a non-mineral sunscreen has been prescribed by a licensed healthcare provider.
If protecting marine environments is important to you:
- Look at the active ingredients instead of relying on a “reef-safe” badge.
- Research the rules at your destination before traveling.
- Consider a sunscreen made with only zinc oxide, titanium dioxide or both as its active ingredients.
- Wear UPF clothing, rash guards and hats to reduce the amount of sunscreen needed.
- Avoid spraying sunscreen directly over sand or near the water.
Claims such as “reef-safe,” “safe for coral” and “environmentally harmless” should be treated cautiously unless the company can support them with relevant testing.
Is Synthetic Fragrance in Sunscreen Unsafe?
Fragrance is not a sunscreen active ingredient, and the term “fragrance” can represent a blend of aromatic materials. FDA labeling rules allow certain fragrance components to be listed collectively as “fragrance.”
Some individuals can be allergic or sensitive to fragrance ingredients. That can be true of synthetic fragrance materials, essential oils and other plant-derived aromatic ingredients. “Natural” does not automatically mean non-irritating, just as “synthetic” does not automatically mean harmful.
If your skin is sensitive or reactive, consider a fragrance-free sunscreen and review the complete ingredient list.
What Is Thanaka—and Does It Provide SPF?
Thanaka is a traditional cosmetic paste made from tree bark and used in Myanmar as part of longstanding beauty and cultural rituals. Its history and botanical character make it a meaningful ingredient, but Thanaka is not an FDA-recognized sunscreen active ingredient.
Thanaka should not be used to replace a tested, properly labeled sunscreen. We also do not rely on Thanaka to establish or “boost” a product’s SPF. SPF and broad-spectrum protection must be demonstrated through testing of the finished sunscreen formula.

Our Everyday Sun Shield Moisturizer is not SPF-rated and is not marketed as sunscreen. It should be followed with a tested sunscreen such as Mineral 45 when UV protection is needed.
How to Choose the Right Sunscreen
Rather than looking for dramatic “good ingredient versus bad ingredient” lists, focus on the information that determines how the finished product should perform.
1. Look for broad-spectrum protection
Broad-spectrum sunscreen helps protect against both UVA and UVB radiation.
2. Choose an appropriate SPF
For regular outdoor exposure, choose a broad-spectrum sunscreen with SPF 30 or higher. Higher SPF does not mean you can apply less or stay in the sun indefinitely.
3. Check the water-resistance statement
If you will be swimming or sweating, look for a product labeled water resistant for either 40 or 80 minutes. No sunscreen is waterproof.
4. Read the active ingredients
The Drug Facts panel tells you which ingredients are actually providing the product’s labeled sun protection.
5. Choose a texture you will use consistently
A sunscreen cannot protect as labeled if it sits unused in your bag. Texture, finish, skin feel and ease of application matter.
6. Apply and reapply as directed
Apply sunscreen generously and follow the product’s label. Reapply at least every two hours and after swimming, sweating or towel drying, according to the directions.
7. Use more than sunscreen
Sunscreen is one part of a complete sun-care routine. Seek shade, wear protective clothing, use sunglasses and a hat, and limit prolonged exposure when the sun is strongest.

Frequently Asked Questions
Is mineral sunscreen safer than chemical sunscreen?
Mineral filters are the preference of many consumers, but it is not accurate to say that every mineral sunscreen is safe and every chemical sunscreen is unsafe. Safety depends on the active ingredients, concentrations, finished formulation, intended use and available evidence.
Does mineral sunscreen reflect UV rays?
Mineral sunscreen reflects and scatters some light, but research shows that zinc oxide and titanium dioxide protect primarily by absorbing UV radiation.
Does sunscreen absorption mean an ingredient is dangerous?
No. Detecting an ingredient in the body does not by itself establish that it causes harm. It does indicate why further research into exposure and long-term use may be appropriate.
Is reef-safe sunscreen really safe for coral?
“Reef-safe” is not a federally regulated term, and no sunscreen has been proven completely harmless to every marine organism under every condition. Read the active ingredients and follow the requirements of your destination.
Can Thanaka replace sunscreen?
